Target Community & Educational Services is very excited to announce that as of June 1, 2002, The Winchester Country Inn has become the new residence of Inspirations & The Westminster Gift Basket Co. and Gypsy's Tea Room. This change will mark yet another chapter in the Inn's storied history; it has already served Target Community and Educational Services as both a Bed and Breakfast and as a site for its vocational training program, and it is also notable as the home of William Winchester, the founder of the town of Westminster, and as one of the best preserved, historical buildings in Carroll County.
